Best CPU cooler?

Hey, I was wondering, what is the best CPU cooler out their, from air, to liquid? Also, which one has the best performance, and the least noise?

but the best air cooler I have used is this

It cools my 7800x really great. I don't hit 60C under any load I have thrown at it.

I just bought a Corsair H115i because its deadly silent.
