Budget Intel? 9400F on a B360, just be careful of manufacture dates or you'll need to figure on a bios update. But that'll handle vanilla, and a few mods. Skyrim uses the same engine as fallout and I'm pushing 60-90fps with 170 2k-8k mods including flora/fauna, weather, cities and npcs. All of which are scripted, so cpu dependent. I7-3770K @ 4.6GHz.

Vanilla is no worries for Intel, it's only 2-3 thread. Mods/enb can put that to 6 threads easily. A Ryzen 3600/X won't have any issues, plenty of IPC and more than enough thread availability. The 9400F could struggle if pushed too far.
Ryzen 7 3700X and a decent X570 board in the $200-$250 range.

You'll also have to upgrade your DRAM, I recommend a 2x8GB 3600 kit from G.Skill.
I've checked the market just now. I couldn't find the 3700X only the 3600X.

Should I wait for the 4th generation to arrive if that's the case ?

I'm currently overclocked at 4.5 Ghz. Does that give my current CPU any advantage over Ryzen CPUs in any type of games ?

No,you need at least 5ghz to beat ryzen and not even by far we are taking about 5% maximum performance over ryzen 3700x in some games it will be the same performance
