Yes it is but how many of us knows this .. a lot of op,s don't even know what a bios is or how to open it but whatever one may call it its still written in code which is software to me...

if you can't through BIOS then it means the cpu settings are locked so software wont work. but overclocking gpu is easy. just download MSI afterburner and search up how to use it
