best fan for my CPU

It would help if you specified what cpu cooler you're using (so I can confirm that it uses a 92mm fan and that the fan is replaceable), but how about this one:

92 mm fan? You must have an old cooler and old cpu. Most good coolers today are sporting 120 mm better yet 140 MM fans.

Alternatively, the OP might have a case that won't fit a cpu cooler with a 120mm fan.

My case won't fit a 120mm.... And my processor is an intel core i5 3570k.. And my cooler is the cooler master hyper tx3. And if possible try to find one with at least 3500 rpm

Noise level tends to take a big jump when the rpm is that high, but you could consider this one:

I hesitated to suggest that one even when you said you didn't care much about noise, because I've dealt with Delta fans before, and you might change your mind when dealing with a fan that loud.

do u think u ccould link one in the UK? that fan seems good, but fan control would be nice as well

The ones with variable speeds often don't go that high, but as far as being available in the UK (which you could have mentioned sooner), what about one of these:
