Why would you need something to change your IP address?

it does not work that way ISP gives you an ip you cant change it however you can use vpn or proxy so from outside they see vpn servers IP but somebody with knowledge could still find out your IP if they really wanted to such as government. for VPN always pick one that does not keep logs its the safest way.
