Alright, I would say get a good air cooler as AIO coolers are usually over $100 at least good ones. some good choices are Noctua-D15, Noctua-D15S, Be Quiet! Dark Rock Pro 4. all good choices it just really depends on which brand you prefer or which has the better appearance to you.

If you aren't overclocking at all yeah it'll keep it under safe temps even if you decide to OC it'll stay in safe temps as Noctua is one of the biggest and most reliable air cooler brands. (before purchasing make sure your case has the clearance to fit it)

If you aren't overclocking, then a $30 Hyper 212 will work.
