Well, using an online currency converter says that 10000 Rupees is around 140$.
Sorry but that isn't anywhere near enough for a system upgrade, specially as hardware are expensive in your country.

So i wiil sell my old parts of computer and my pocket money and then my budget 280$ so please tell me wich is better for me a new computer or upgrade

Looking at new CPU, mobo, RAM, GPU and PSU, there is no way to get that for 280$. Even a system with decent integrated GPU like a Ryzen 2200G will cost you more.

This is if you keep your case and storage drives. But bear in mind that the iGPU in that CPU isn't going to be that great.
