I don't know how far under $650 you need to be because of additional shipping costs if there are any.

I changed the gpu to a better one,i don't think the extra 1gb or Vram is going to enhance fps more than the extra power of the 7790.
A different,still overpowered,psu.But a good one.
A better hdd i think.
A better cooler for overclocking.
A better motherboard too.
