Simple: Not a good value gaming CPU. There are too many CPUs that offer 90-100% or more the performance of the 4930K in games for ~half the cost, thus, it doesn't earn a place on the list.
I don't understand the Performance per Dollar page. Are the bars really the FPS of the games or are they a percentage when using the i7-5930K as a ceiling? If they're a percentage, then what are the FPS the i7-5930K gets?
It's the latter. You can look up the actual fps scores in the Haswell-E review. Take note, all these performance bars are when paired with the absolute top-shelf GPU.

All the data is normalized to the best performing component at the time that the article is written

That's what I thought but the Haswell-E review doesn't show benchmarks for any of the games on the Performance per Dollar page.

Because it's the most recent CPU review and they just switched over to a newer gaming suite. These older chips were tested with older games. Considering the horsepower available to HW-E, your fps will be determined by your GPU, not the CPU in that case.
@Capt Awesome - Right, I neglected to add "at the time" to my first comment.
So much lazy in this article. For the money the pentium overclocked makes the i3 obsolete, and I continue to wonder why they are showing the Haswell-E CPU that is the WORST price/performance of the 3 options.
