When it comes to processingb images (not for gaming) using tools like Photoshop 2023 and Topaz Labs AI DeNoise etc. what are the critical specifications to look for in a graphics card? I can understand why processor speed and GPU RAM are important but I see the same level of GPU cards (e.g. RTX 3080) with the same vore specifications for that level being offered for a wide range of prices. Is it their ability to be overclocked that makess a difference? Or is it just brand? All I want to do is crunch images and to have a GPU that can do the job as fast as possible at the lowest cost - so should I spend extra money on the "upgraded" basic cards? Thanks for any input - it's very confusing when trying to find this information!

Static displays like photos are not stressful on a graphics card. Your monitor is more critical. Calibrating your monitor is critical. The connection to your monitor might be important at very high resolution monitor sizes.
I would get a midrange card. But look for the newer standards of interface HDMI 2.1 and displayport 1.4a or 2.0. Those will support high resolution monitors.
Any choice of a graphics card also brings about questions of power supply. You need to have the proper PCIe power connectors for your card.
