Best GPU's for ultra gaming at 720p ?

I have seen some post of these sorts but they were little older. But all I need is a recommendation to which GPU should I buy for my 1080p monitor but scaled to 720p as a preferred choice. Any advice would be appreciated.
PSU: 550w
CPU: i3-6100
RAM: 8gb ddr4 2666mhz

depends on your budget.
I'd say a Rx470 to be a bit future proove (or a 4GB Rx480 if you can find it at a decent price), or a GTX960

If not , then a 2gb of either a R9 380 or Gtx 960 should suffice, isn't it ?

right now - yes you're right
but seeing your CPU being able to handle newer games as well, 4GB RAM can come handy
also the price difference between a 2 and a 4 GB card isn't that big these days...

Get an Rx 470 is by far the best choice.
You can get it around 190$ or less

For AMD this is what you would "want": Sapphire > MSI > Asus

Sapphire: best cooling of them all (it only makes amd cards), a tadd worse in overclocking
Msi: Draws more powers than the sapphire, worse in cooling but the best overclocker
Asus: draws less power, worst cooling and worst overclock.

I would say go and grab the msi rx 470 4Gb edition since it will outperform an gtx 960 and r9 380/380x and it's value per performance it's outstanding
