Solution
1) Download Driver Sweeper here.
2) Download Catalyst 12.6 drivers HERE. but don't install.
3) Download CAP HERE.
4) Custom uninstall all AMD software through Control Panel, select everything and reboot.
5) Run Driver Sweeper and clean AMD AND nVidia drivers and reboot.
6) Re-install CCC and reboot.
7) Install the CAP profile and reboot.
8) Done and happy hunting! :)

Oooh, sorry to hear you bought a CM; it is probably only good for 450W-500W: http://www.hardwaresecrets.com/article/Cooler-Master-eXtreme-Power-Plus-550-W-Power-Supply-Review/969/9 and it is also inefficient.
Fortunately, the HD7850 is pretty easy on the power, so you'll probably be ok, at least for a while. If you have the option, it would be safer to return the CM for a quality unit by Seasonic, Antec, Corsair, XFX, Enermax/LEPA, or FSP. Even OCZ would be a better choice. A quality modern PSU has full range active PFC (no little voltage switch but operates on a wide range such as 100V-240V) and some level of 80+ certification for efficiency.

Wow, you took a step in the wrong direction. You replaced a terrible PSU...for a terrible PSU.

You need to back up, and reinstall a fresh version of windows, how it isn't corrupt already I'm not sure. You had nvidia display drivers with catalyst? Oh my.

Fresh windows install, download catalyst 12.7 and don't look back.

How dirty is your case?
