Best Mini Pc for me?

I want a small pc(complete package without monitor,peripherals), I will be setting it up in my garage(RC WorkShop), With a 720p monitor(Already Have it), I will use it mainly for programming things like Arduino and Flight Controllers, as well as some web streaming to watch some turorials and blue prints. My budget is ~150$ , I prefer 4 GB Ram to have some headroom & Windows 8.1, I will USB-BOOT Linux at times aswell,It must be the size of an ipad mini or smaller as I don't have much space,I have seen several models on banggood but I can't trust them.
