Best OS for intel N3540

Hi!
I have a Toshiba (Satellite C55-B1185) laptop that has intel N3540 with 4GB RAM (666MHz) and a 64MB (Shows 1GB after installing drivers) intel HD Graphics.
What is the best OS (Windows or Linux) this PC can run?

I'd suggest a version of Linux for a low powered/spec laptop. Try Lubuntu or Mint.
