I'm of the opinion it doesn't matter. OCing low end parts like the 710 just results in hotter low end parts. The 710 is so low end that even if you doubled every frequency, it would still be a low end part. To be honest, you need a new GPU. One that is designed for gaming if that's what you are trying to do. The 610, 630, 710, 730, 745, etc are all just to bad to even worry/think about OCing.
Overclocking is very much, chip dependent. It's called the "Silicon Lottery".

The chip on one GT 710 might overclock and run stable up to 25%. Then chip on the next GT 710 may not run stable at any overclock. It's just luck of the draw. There are no guarantees, regardless of what you see online.

Overclocking the Gt 730 is pretty easy with MSI afterburner, and I am currently able to get a steady core clock of 975 and a memory clock of 1550. I have OC to 1010 on a core clock, but cooling and throttling occured, killing my gaming session. This may have been due to the memory being at 1600 respectively.

Btw it also depends on your cpu as well, so although the Gt 730 is a pretty universally friendly card you may need an upgrade. I run a Q9650 and 8gb of DDR2 ram for reference.
