Best overclock settings for GTX 1070 ti?

By best, I mean maximum performance without harming it. Mine is an ASUS CERBERUS and I have MSI Afterburner

Results will vary, depending on the quality of the chip & cooling system.

Maximum performance, you'll have to fine tune yourself.

A typical card should be able to do +175 on the Core and +150 on the Memory. No guarantees though.
Some cards will do +200 or more on the core, others will fall a ways short of that.

Hi, you have to try really hard to damage newer GPUs with software OC.

Open MSI Afterburner, max your power limit, increase your core clock 50+ at a time while testing with UNIGINE Valley or Heaven benchmark at Ultra till artifacts (weird lines and colors) happen or your driver crashes. Then fine tune it by increasing 10 at a time from your previous clock. Do the same for Memory, then save your profile. Don't check apply overclocking at startup.
Example Core clock: +50 > +100 > +150 > crash > +110 > +120 > ....

Keep your temps below 85c, if you go over it or stay near it., consider installing a fan on your case near the GPU.
