Best parts to upgrade

So I have had a custom built PC for about 2-3 years now and I'm wanting to upgrade some parts.

My current specs are:
I7-4970 3.6GHz 4 core
AsRock B85M-ITX
Crucial ballistix 8Gb ram (4×2)
Seagate 1TB Hard Drive
MSI R9 380
Evga 500w

The games I'm currently playing are😛ubg, Cs, Fortnite
I'm getting about 100+ every game but I'm using low settings and some lower screen resolution.

I'm planning on upgrading my ram to the Ballistix Sport 16Gb ddr3 1600 mt/s, my motherboard only allows ddr3 and 1600.

I'm wondering if this will help increase performance, I'm not looking for a huge increase but a ok amount.

My PC usually has my CPU running around 50%, memory 60+% disk 100% gpu 100%(when in game).

The new ram will be about $150, I'm looking to spend around $400 if needed but nothing more

100% disk is probably pagefile use, more RAM will bring that down hopefully, although an SSD for the OS would also make a huge difference.

The R9 380 is a good card, but 100fps really isnt needed, 75 is fine, that will probably let you raise your detail levels to something more reasonable.

You dont name your monitor, so I am going to guess it only handles 60fps anyway, so anything more is wasted.

I am strictly an AMD man (except for old Xeons), so I will leave the cpu comments to others, however I wouldnt worry about "only DDR3 1600", the RAM speed is rarely a bottleneck, everything slows things down first more RAM and stopping that pagefile swapping will make the biggest difference to game performance; and with 16GB, you might even be able to turn the pagefile off entirely.

16GB RAM and SSD should be the best upgrades for the system as it stands, then a new graphics card. 1070 GTX is nice for a I7, although I would save money and wait for the next generation (over)due to drop soon, 1170 or 2070 what ever they call it.
