Best performing GPU for under $200 Used or New?

With the rx480 coming out, I am not sure I should even be asking this. I was wondering what you guys thought would be the best $200 gpu or under in terms of performance. Power draw is a minor concern due to heat and needing a better psu, but meh. If my max budget was $200 for a gpu, should I get a brand new rx480, which we have no real results on yet, or get a used 970 or 390? Also, will the prices of the rx480 at the beginning launch be well over msrp like the 1070 and 1080 due to such a low stock/high demand? If that's the case I may go 970 seeing as the prices are dropping due to these new releases.

Wait the RX 480, and then make your choice, but as far i see, the RX 480 seems to be the best choice at today due current information.

My bad. Anyway, as the guy said above, your best bet is the RX 480.
