maximum $800 aud (approx 550 usd), no peripherals (windows, mouse, fans etc), mini-itx system (not micro atx)

What's the best possible build for such a tight budget?

Case: GEEEK A30
Aftermarket CPU cooler/exhaust fans to get (if needed, considering Noctua NH-L9i) are ideal to include but don't include their price in the end sum

Best if its an all-rounder build (good at general tasks, can do some moderate computing, and mild gaming (warframe mid settings sort of thing)
 
Love those ITX systems.
Here is a nice review of a A30 build.

They used a ryzen 1700x and a gtx750ti.
For general use, you do not need the 16 threads of a 1700X.
A simple G5600 should do the job.
I think the stock cooler at 50mm will do the job.
Do buy a Samsung evo in either m.2 or 2.5" format for your ssd.
They seem to perform better and are more reliable.
