Which speed of DDR4 ram would you pare with an i9 9900k and an older 1060 GPU? 32 GB DDR4 2133 mhz ram? Or 16 GB DDR4 3200 mhz ram?

Use the machine for gaming, some video editing and heavy number analysis.

You'll be doing yourself a disservice pairing a high-end CPU with low ram speed. The most you should go is 3600MHz but 3200MHz is best price to performance. Intel also doesn't really care about RAM speed but you don't want to pair it with anything lower than 3000MHz.
