[SOLVED] Best RTX 2070 super to go with my AMD ryzen 5 3600?

Hello I am thinking about buying a new PC. I would like a RTX 2070 super to go with my AMD ryzen 5 3600 but I don't know which one should I pick.
I am deciding between

I care mostly about the fan speed and noise. I want as cool and silent GPU as I can get and dunno which cards are the best for this...I can live through 3-5fps if I get more silent and cool card.
