Help! I've fallen in a hole of wanting the BEST of the best, and have almost talked myself into buying an RTX 2080 TI, which would definitely be underutilized.

I want an RTX card. I do streaming on Twitch, and want my Oculus Rift S to work beautifully. I want to be able to do highest settings possible at 1080p.

I want the best RTX card that I can get and realistically make good use of. If the GPU is going to be severely bottlenecked by my CPU, why bother spending the extra money on the better GPU?

Here's my rig:
CPU: Intel Core i7-4790K
GPU: MSI Nvidia GTX 970 Gaming
SSD: Crucial MX200 250GB
HDD: Seagate Barracuda 7200.14 3TB
RAM: Patriot Viper III, PV316G186C0K, 2x8GB
MBD: MSI Z97 Gaming 5
PSU: EVGA SuperNOVA 750 B2
OS: Windows 10 Pro (x64)
CASE: Apevia Cruiser3 Green

OP, why not scale down to a 2080 and use what you'd save for an adaptive sync 1440p monitor. Because games running at 120fps with adaptive sync look just as smooth as games that run at 160fps without adaptive sync but with high refresh. 120fps with adaptive sync @ 100hz and upwards looks smoother than 160fps @ 60hz or 75hz without adaptive sync. You'd still be able to crank up a lot of details and you'd be moving to being more GPU limited, allowing you to get away with the 4790k, as well as upping your resolution and image quality.

Won't be a severe CPU bottlneck, maybe you could get 20% or so out of a Coffeelake or Zen 2, but for 1080p, the monitor is going to be the bottleneck.

RTX2080Ti can basically do 1440p at 144hz pretty reliably. 1080p 240hz would be no issue if CPUs were that fast. Really depends on the game engine for that though.

Only reason to get a 2080Ti now would be if you plan on upgrading your CPU in the near future. Otherwise I would lean more towards a 2070 Super for 1080p @ 144hz+.
