I think the Sapphire Pulse comes in recommended. That said, you will need to check if the vBios has been updated/patched.

These cards were kind of nerfed when they came out. AMD released an updated vBios shortly after to address this issue.

Here, have a look at the second best hardware channel out there. Sorry cant beat Tech-Jesus Steve Burke.
Long story short the best 5600xt is the Sapphire Pulse if price is a factor. If it aint the MSI Gaming X takes the cake. The Gigabyte Windforce OC is also a very good contender.
Watch the video its very informative on the cards but also on how you properly test gpus in general. Not just throwing out some fps numbers.

You will not get an improvement because even a 2080ti will not saturate the memory bandwith of pci-e 3.0 16x
Only known exception is the 5500xt because it only runs on 8x instead of 16x.

Rtx 2060 (oc) i was getting around 140 fps in projectcars 2 but was a litte noisey and blury (2x 144hz freesync monitors) than i enabled extreme responce time on my main msi 32" (31.5") monitor and it would improve, atm im getting with my rx 5700 xt (not oced more than 10mhz (1605 vs 1615mhz) as i can see) in project cars 2 something like 100 to 125 fps BUT i get a smoother less blury gameplay compared to using nvidia, so amd and freesync do make a difference compared to nvidia and freesync. (nice)

But what's best is, noise i reduced alot stock, asus fan profile i can hear my asus strix 2060 oc,also custom fan profile i can hear it, stock sapphire fan profile i can't hear it, i didn't expected that to happen
