best settings for gta 5 for my pc

on which settings do i have to play when i want 60-80 fps on gta 5?

GPU: NVIDIA GeForce GTX 950 2gb
COU: AMD Athlon x4 860k
Ram: 8gb

As low as you can go. You have a entry level CPU at best and an entry level GPU. Id say you meet minimum specs but not by a wide margin.
