I see what you mean, my hisense offers neither of these either ... it seems smart hisenses aren't all that smart. It does offer Plex though and it will play local files... you'll have to make a (free) account. My remote has a button dedicated to plex so .... once it'set up, it should be easy to use.

You could always sideload Vlc and Kodi but I would try Plex first.

update: apparently vidaa os doesnt alow sideload of files...

Also Plex isnt working...i have to create a plex acount on Pc and sign in on TV? I tryed creating acount on the TV Plex app...didnt work

UPDATE: since nothing seams to work, i was told that i could buy a Android TV box, plug via HDMI to the TV, and stick the usb on the AndroidTv box,and read the files using an app.

Can anyone confirm this will work?
