Best software to monitor Internet connection uptime/downtime?

Basically my ISP have called around, done a "check" on my connection and "verified" everything is okay based off a ping test to their server.
However, in a more practical example myself and my roommates are getting frequent bottlenecks and even complete dropouts where my network adapter can't even see the connection.
Granted its merely a nuisance when it comes to browsing, games like LoL don't deal well with reconnects especially on a DHCP.

Tl;dr does anyone have any software, or even hardware, that they can recommend to give me something more tangible to approach my ISP with?

You may be best off with a cmd window with a large buffer and just leave ping run. When you start seeing errors in a different app switch over and stop it. You likely should test to your router, to the first ISP router, to some common server like 8.8.8.8 all at the same time.

There are a bunch of networking monitoring things mrtg or cacti are some of the more common ones. You almost have to have a dedicated server to do it though.
