I need a ram for my pc.
the question is what to select high freq or Low Latency?

What platform are you looking to pair those proposed ram kits with? Ideally if you can get tight ram timings with high frequency at a good price, go for it, otherwise go for lower frequency with tight timings. C16 isn't tight timings, mind you. What other kits do you have access to?

You wouldn't feel a difference.
The 3600 cl18 can be made into 3600 cl17 or even cl16 quite easily with tightening the timings, but the 3200 cl16 will be harder to make if possible into 3600 cl16.
The 3200cl16 should be like ever so slightly faster, but the 3600cl18 can be made into a few precent faster.

One figure of merit is to divide the speed by the timing.
In your case, they both come to the same value of 200.

What is your cpu?
If it is ryzen, tend to buy faster ram.
If it is intel, ram speed is not so important.

If you will make significant use of the integrated graphics, pick the 3600 speed.
Otherwise you are looking at negligible difference in real app performance.
And... depending on how the ram is used, it may vary by app.
