This is the pc I'm trying to build. I need to know if there is a z390 mobo that is better the asus prime z390-a within the price range. Also will the enrmax allow me to oc the cpu or is there a better cpu cooler. Also is 650watt enough for overclocking the cpu to 4.3 ghz?

I think Gigabyte Z390 Gaming SLI can compete with Asus at a lower price.

I believe you won't need water cooling unless you think of going beyond 4.6 GHz or just want a better look. So Noctuna NH D15 will do the job.

Also is 650watt enough for overclocking the cpu to 4.3 ghz?

I'd recommend going with 750watt for future GPU upgrade
