Best value CPU for mini ITX HTPC/Plex server?

Hi,

I'd like to build a home theater pc. I have my small mini ITX case, with a 90w power supply if I'm not mistaken.

I'm told an i7 would take 90 watts and is overkill, and that I should shoot for something that's 60w or so. Also, I learned that I should focus on something with about 6000 Passmark score if I want to be able to transcode 3 1080p streams. I think I need integrated video since there'll be no place (or power) for a video card.

So, I'm wondering if anyone has thoughts on the best CPU for my needs. I guess heat is a concern due to the small case size. It'd be great to have it fanless but I'm ok if I can't. I don't have a particular preference for Intel or AMD. I'd like to get the best value for money.

Thanks for that. Do you think that would be superior to a comparable i5 CPU? I found that the AMD you recommended is listed as about 90 watts. I wonder is that is comparable to the wattage of the power supply, which is 90 watts external.
