Best way to fix black border around display

I just bought a new display and it displays a black boarder around the image like http://www.tomshardware.com/forum/307812-33-monitor-displaying-full-screen and http://www.sevenforums.com/graphic-cards/97535-monitor-not-full-screen.html and http://www.7tutorials.com/fix-hd-flat-monitors-and-amdati-cards-not-displaying-full-screen-image.

I am using a HDMI cable and a ATI/AMD Radeon 3000, just like every one else, but (as per http://support.amd.com/en-us/kb-articles/Pages/Win10-Driver-Support.aspx) amd no longer supports my card for windows 10. Because I am unable to install the driver, I can't fix the over/under scan settings. Is there another way to fix this?

Things I thought of:

- Downgrade to windows 7 temporarily, install the driver, fix the settings and go back to win 10
- Find a open source driver for windows like the one for lunix
- Buy a cheap graphics card with win 10 support

Does anyone have a better idea or know which one is the best?

p.s. For the moment I don't have the monitor as it's being rma
 
Define cheap. You can score something like a 750Ti for around $100 most of the time. Depends on what you use your computer for and how often you want to have to upgrade you card. That said, since Windows has moved to a service model, I would say it's fairly unlike that too many graphics cards will be deprecated in the future.

Bummer that I can't use my HD 4770 in a cheap workstation rig without having to upgrade from 7/8.1 first. Oh well, things don't last forever.
 


Nope, Just HDMI and vga. I guess I could use vga but part of the reason for the upgrade is to get rid of the vga...
 


~$50, I don't game on this computer, just desktop stuff like email and web, so I don't need much power.
 
I think it's high time you upgraded that graphics card. Just get a low end R200 series or something for $50.

Otherwise:

Go to catalyst control center > my digital flat panels > scaling options > Move slider to 0%
 



That would be good, but I don't know how to do that. I installed CCC earlier while trying to install the driver, but the gpu wasn't listed. Do I just run the installer in compatibility mode? Or is there a settings some where?
 


Thanks, I couldn't find the windows 8 driver because the driver download page was broken and my mobo came with the windows 7 driver. I'll post back with results.
 


Still no luck, CCC still only shows cpu settings.
 
I discovered that the Radeon R5 230 is (more or less) just a re branded of the HD 6450, so that is what I am looking at now.


Specs (just the relevant ones for space):

Motherboard: ASUS M5A78L-M/USB3 (http://www.asus.com/Motherboards/M5A78L/specifications/)
CPU: AMD FX -6100 3.3 GHz 6-core AM3
RAM: 2 x 4GB 240-pin DDR3 1600MHz dual channel
PSU: XFX XTR-550

I have already checked and this mobo has a PCI Express x16 slot for graphics cards.
 


I don't think that option was available, but while playing with the resolutions coming form the computer, the monitor stretched the image to fill the screen without the black border.
