Best way to fix black border around display

I just bought a new display and it displays a black boarder around the image like http://www.tomshardware.com/forum/307812-33-monitor-displaying-full-screen and http://www.sevenforums.com/graphic-cards/97535-monitor-not-full-screen.html and http://www.7tutorials.com/fix-hd-flat-monitors-and-amdati-cards-not-displaying-full-screen-image.

I am using a HDMI cable and a ATI/AMD Radeon 3000, just like every one else, but (as per http://support.amd.com/en-us/kb-articles/Pages/Win10-Driver-Support.aspx) amd no longer supports my card for windows 10. Because I am unable to install the driver, I can't fix the over/under scan settings. Is there another way to fix this?

Things I thought of:

- Downgrade to windows 7 temporarily, install the driver, fix the settings and go back to win 10
- Find a open source driver for windows like the one for lunix
- Buy a cheap graphics card with win 10 support

Does anyone have a better idea or know which one is the best?

p.s. For the moment I don't have the monitor as it's being rma
 


It's not completely unsupported, the MBDD is still installed.
