better cooling fan for cpu

can anyone recommend a cpu fan for me, mine is starting to malfunction a bit, i have an i7 and the kind i have now has the snap and turn kind.

I'd like something simular i don't want to have to take my motherboard apart as i dont' have experience with that.

I would like it to be quiet and cool, i'm not an overclocker or a hard core gamer but i do play the mmo rift if that matters.

What do you mean malfunction? Is the cooler mounted on properly?

well i'll randomly get these loud noises, kind of sounds like a vacuum but not as loud, it just started today. I opened my case and turned it on and nothing i did clean it out with canned air and thought that must of been it but then it happened again and didn't last too long, wasn't doing anything on the pc at that time except checking my email and then it stopped and happened again later.
