[SOLVED] Better cpu or gpu?

So I wanna get my friend some parts for his birthday but I don’t know what to get him. So his build right now has a i5 6400 and a gtx 950. So I can either get him a new motherboard and a ryzen 3600 or I can get him an Rx 590. What’s more worth it? He’s plays games like rainbow six and gta

Probably an RX 590. The GTX 950 is a very old card, and a 590 will yield better performance gains than a 3600.

Well no matter what CPU, pairing it with a better graphics card will result in better performance. The question is, how much. This is why I have an issue with the word "bottleneck" and how it is often used, but I digress.
In this case, upgrading CPU will get you less performance gain than upgrading GPU, hence why I'm suggesting you upgrade the GPU.
