BF4 horrible fps and bad rendering overall Win 10

Just upgraded to win 10 and my fps has been cut in half from 60-70 to 30-40. Also the geometry in game isn't rendered right ex. stairs are now slanted slabs and textures don't load in properly. I did clean install the new AMD driver update and still the same problem. Thanks in advance for any tips you can provide.

Ensure that you have downloaded and installed Catalyst 15.7.1 & Graphics Driver Installer for Windows 10.

I did. Since I've had it, it force underclocks my GPU to 800MHz and neither CCC or MSI can change it.
