Question Big FPS drops with Ryzen 5 2600 & GTX 1070 ?

heyo i play mostly league of legends but even in that game it drops fps while not running under load on either cpu or gpu no high thermals nothing im kind of out of ideas on what it could be, tried new gpu drivers, new cpu drivers, ddu, new windows install. Drops are from 170 fps to 110 ish

Specs:
mobo: asus prime b450 plus
ryzen 5 2600
gtx 1070
ram: trident z 3200mhz
PSU: be quiet system power 9 500w (this might be the weak point but im not sure)

the games are run off a Samsung 500 500gb M.2 SSD.

drop from 170 to 110 is pretty much nothing, you shouldnt notice anything on screen with non fps game like LOL
just say you experience stuttering
