[SOLVED] BIOS and HWInfo disagree on RAM clock speed

Hi all, have an issue with my RAM speed. I have 3000Mhz RAM, and it originally showed 2400 in the BIOS. I changed that, and now it shows 3000 when I boot up.

But running Cinebench R20, HWInfo showed that my clock speed for the RAM was only 1499Mhz.

Is RAM like the CPU, in that it only runs as fast as it has to? IOW, is the 3000Mhz shown in the BIOS the constant speed, or is that just the maximum?
