[SOLVED] BIOS failed or BOOT failed?

The situation:

1.Tap on start button to have power on.
2.There is no "B" or "BB" sound signal.
3.Light in front panel is on.
4.CPU fan & GPU fan turn.
5.About 1 second after tapping on the start button, monitor lights up
6.About 2 seconds later, "logo" (brand logo) shows up on screen.
7.As soon as the logo appears, everything, keygoard/mouse/USB ports, becomes dead except for
A. the monitor is still on,
B. the light in front panel is still on,
C. fans are still turning,
D. the start button is still functional & able to shut the power off.

Is this caused by bad BIOS ?

Is this caused by bad boot (hard drive)?

Your expertise, please.

Start the pc. Right as the logo appears, pull out the power plug. Do that 3-4 times. 1 of 2 things Should happen. If Windows is actually trying to start, the pc should go to windows repair mode (big blue screen with options), if bios is still in operation a reboot should take you to the last known working stable bios settings.

Sounds entirely like you have corrupted system files and it's hanging up in a loop. You could try waiting it out, it might decide to skip that step and try and finish windows startup.

If you do get into repair, go to troubleshoot, advanced, and try a repair. You may need to open a CMD w/Admin and type in SFC /SCANNOW and see if that works.

Is it a new PC?
No. It five years old, but used for only 3 and a 1/2 years.

Del or any other functions & devices are all dead when it is stuck at acer logo on the start.

For entering BIOS is "F2" key, and you need to press it several times as soon as you turn ON the PC.

Try to fill the gaps for us, since we can not access the system, if you have more info to share please do:

Did you moved the PC?

Changed or upgraded any internal component?

Did you had any other issues with it?

Is this the first time it shows this or any other strange behavior?

Have you tried to unplug all the USB devices, but for the mouse and keyboard, and then Turn On the PC?

All USB ports are dean and so also the keyboard.

Not within one full year.

Not at all.
But, the problem happened shortly after Windows update 21H1.

Yes, I did.
A year ago when Windows updated 20H1, Windows refused me to sign in.
Insisting that my password wrong. At that time, the only operation I could do was to turn the power on or off. It stopped at login. At this point, the only response of the PC was to turn the power off. But, the USB ports were functioning. I, then, made a clean installation of the OS.

Shortly after 21H1 update, three phenomena happened in about two weeks.
1. Windows completed the boot but nothing works, like a crash.
2.Half way or at complete of boot, BSOD says that is had to restart.
3.No response after start button was pressed, had to do it a 2nd time.
At this point, I planned to re-install the OS and I had the flash stick made for the job. When the CD started the next morning, it got stuck at the acer logo and everything was dead at the same time. The only operation the PC responded at this time was switching on the power and off. Nothing else. Similar situation happened a year before. The difference : that time was stuck at login, and this time died on acer logo.

Yes. Tried but there was no variation but stuck dean on acer logo.
