Bios not detecting bootable usb

So basically I got a prebuild computer from my buddy after mine died. I combined the two (My video card, ram and hdd). Well as I was removing the SSD the plastic sata tab thing broke off and I figured I would just install the OS on my old secondary 2tb hdd I used as gaming storage. So I throw that in, hook it up and throw the usb in only to discover the bios splash comes up for like 0.5 seconds (I'm being serious, its so fast I have no idea what it says). So I figure out that f12 opens up the boot menu that only contains two options, f9 opens up a boot menu that contains the same 2 options but also has an empty legacy category at the bottom and f2 opens up a menu that only contains language, Hard Disk check and memory check.

I see literally no way to access any bios menu. I thought perhaps it was because I was attempting to install windows 10 so I'm going to try windows 7 in the morning.

The motherboard is an ms-7826 ver 1.0 An HP Envy mobo.

a lot of newer mb have fast boot option. if it turned on your best bet is find the clear cmos jumper on the mb and with no power to the mb clear the cmos. then the unit should boot into bios to reset itself. or let you.
