Question Bios resetting when I boot after powering off.

Hello guys! I am experiencing some issues with my computer.
My build : x470 Ultra gaming F30 BIOS
Ryzen 7 2700x
Rtx 2080 super
2x8gb corsair vengeance 3000mhz cl16

After shutting the power supply down my bios is resetting when I try to post.
It is working normally for a few seconds, then the screen goes black 'no signal' and the fans stop for a bit. Then it resets everything and is working normally. It wouldn't bother me that much if it didn't reset my ram oc settings.

Things I have tried: replacing battery
Setting boot priority
Reinstalling windows
Bios update - using the bios app for gigabyte
Bios revert - same, alse tried to q flash

AMD Chipset Driver should have been updated to 18.50.16.01 or later version before updating the BIOS to F30.

System Requirements: Recommended Power Supply: 650W minimum
