BIOS reverting time (Affecting Windows)

I am having a bit of trouble since yesterday, i installed a PCI WIFI kit on my motherboard, and in doing so was ending up having a bit of trouble with my USB connections (Which seems unrelated) which i ended up fixing by disabling the Legacy USB option.

Anyway, a few hours later i turned my PC on and i realised that the time was a few hours behind. I went into the BIOS and amended the time (The date seemed fine). Windows 10 was updated accordingly to the time i inputted into the BIOS.

I turned off PC and come back again a few hours later, when again the time had this time reverted BACK to the time that i had previously saved, alas once again a few hours behind.

This time i changed it in Windows 10, using the "Set time automatically" option. I have just come in from work so see that the time went back to "23:30" (When it was 15:00) so that option failed as well...

I can't consider the BIOS battery being at fault, considering the fact that it's keeping the date and only the time being affected? Powering the PC off/on doesn't replicate the issue, it seems as if the PC has to be off for 30-60min+ to notice this?
 
Even though you said you can't consider the BIOS battery I would. I would try replacing it and seeing if you have the same problem. I have ran into the same problems multiple times and it has always been the battery.
 
I timed it earlier to be a bit more precise - The PC was powered down around 18:22 - When i just turned it back on (Near 3 hours later) it came up saying 18:24

It's as if it's not clocking the time while the PC is turned off. Where time was concerned it always pointed me in the direction of the CMOS battery, but the circumstances this time (Just installing an extension card) makes me think why it's doing it now, and only with the time and nothing else.
