BIOS settings not applying

Hi guys,

I recently started overclocking my gpu and cpu. I did my research and i kinda understand how i should handle it. But it seems the settings i save in my BIOS dont apply when i start windows.

I can ramp my ratio up to 3.6 from 3.4 in the BIOS but when i check in windows, it doesn't apply.

Z77a-g45 gaming.
I5-3570k

I clocked my cpu a year back to 4.6 but i cant remember how i did that. ( i had some help from a friend who I no longer see)

Where is Windows are you checking? I always either look in Task Manager, select the performance tab and then click on CPU and look at speed or you can download CPU-Z.

I use cpu-Z, Stil nothing.
