Question Bioshock 2 Remastered won't launch

So when I try to start b2r in steam it opens a small window for a second and then nothing happens. I have tried restarting the pc and steam, tried reinstalling the game, nothing helps. When i open the exe file im getting The application was unable to start correctly (0xc000007b).

Has anyone had this problem? (Bioshock 1 remaster worked without any problems)

We need so much more info. PC specs and what OS are you using at the bare min.
