Question Biostar B350GT5 can't load OS properly

Hello everyone,
Basically, I noticed one morning that after the normal windows 10 boot sequence, my system just hangs on a black screen. Fast forward a week, I've made little progress. Here is what I know so far:

-My system specs
Biostar B350GT5 revision 5.0
Ryzen 7 1700
EVGA GTX 1070
Colorful 120GB SSD & Toshiba 1TB HDD

-Motherboard BIOS looks glitchy

-Clean windows 10 install does not solve the issue, allows about 15 mins of normal usage before black screen appears and failure to boot windows 10 normally.

-I can load into Safe mode w/ networking stably and consistently.

-Of all the drivers I tried updating in safe mode, chipset drivers keep giving me error code 99, drivers are not digitally signed and I have no way to go around it.

I'm not that experienced with Biostar motherboards, but does your motherboard support updating the BIOS directly from the BIOS using internet connection?

If so, make sure it's updated to the latest version.

If it's already on the latest version, let me know and we'll try to look into some other things that could be the problem.

also, when doing a clean install of Windows, make sure that you unplug the HDD so that only the SSD is installed that way the Windows installer doesn't put the MBR on the HDD and puts everything on the SSD like it's supposed to.
