Black border on screen

Hello all, so all I want to know is how to make black border on win7 screen or how to shorten the screen size a bit without changing the resolution.

Get into a time machine, and go back like 15 years, when TVs and computer monitors were CRT. With LCD monitors, what you want is not possible, without changing the resolution. You cannot make the pixels smaller.

Reduce the resolution. No other way around.
