Black boxes on wallpaper/desktop when doing click and drag squares

I'll try and explain this the best that i can.

Sometimes when i i go into start menu then leave leave the start menu, on the main desktop, i'll the click on the wallpaper and drag it so the blue square rectangle comes up. Instead of disappearing after i un-click, the box i made will be entirely black and is overlayed onto my wallpaper. Doesn't go away until i reboot the pc.

has anyone else had this issue? Is there a fix?

Appears to be an issue with cc cleaner, not exactly why it was causing it but i've uninstalled the app and everything works great again!

I have a similar issue, when windows starts up the desktop sometimes I see these squares all over the icons and wallpaper. However they are not present in the account login screen or Bios. They go away when I restart windows and they are not visible everytime I boot up, just sometimes. What's your rig?
