Question black boxes when cursor hovers over icons and then whole screen goes black when refreshed

Plugged my 2nd monitor into the GPU through HDMI port, and started up normal, but as my cursor hovers over the desktop icons, the icons go black, and as i click and drag, creates a whole black area of where i dragged on my desktop, and eventually my whole screen goes black when i refreshed it, seems to happen when i plug my second monitor into the GPU, any help?

sound like gpu issue.

GEFORCE GTX 1650
2x8 DDR4 3600Mhz
Cooler Master ELITE 600v4

the black boxes do disappear but they come back as well, i've read that others have the same issue as well, it happens when a second display is plugged in, but they didnt see to get a reply whatsoever on how to fix it.

got another gpu for testing?
check gpu temp? could also mean vram issue.

well i bought it new and no, its the only gpu I have, seems to be the black screen with cursor glitch for everyone i see online.
