Black Ops 2 stutters but I don't see any frame drops below 300fps

CPU: i7 8700
GPU: GTX 1050ti
Motherboard: ASUS z370-p
RAM: 2x 8GB Corsair Vengeance dd4 ram 3000MHz
Power Supply: Corsair 80 PLUS Bronze Certificated 550W
Storage: WD Blue 1TB Desktop Hard Disk Drive

This has happened to me after I upgraded my amd x860k cpu to an i7 8700 and replaced my motherboard and bought 2 sticks of 8gb ddr4 3000MHz ram. All the components I bought were new when I first got them. No idea what is causing the issue. All the other games i play like fallout 4 run perfectly fine with no stutters.

it's not likely your hardware or game bugs at his point, gotta be your settings.

Enabling V sync and playing the game on borderless windowed mode fixed the issue. Thanks
