Hello, so I'm assuming you're reading this because you, just as much as I do, love Black Ops.
Personally I think it's the best Call of Duty... or you're here because you got this game and realized how bad of a port it is and want to fix it. Well, I know it's a bit late due to the fact the game came out in 2010, but if you're still playing this game you still probably have these issues that I was finally able to find and fix. So let's start fixing!
I'm working on a YouTube video for this guide as well, so I'll post it at the bottom of the thread if you want to use that instead.
Performance Fix: New Config File
Alright, so you probably have performance issues, like FPS drops, low FPS all together, or just stuttering of some sort so we'll fix that first. (Download links to files need will be posted.)
First you must download my config file, once download continue reading and I'll walk you through how to install it.
Config File Download: [donwload link removed] (It's a link to OneDrive, download starts automatic.)
Now unpack the .zip file to your desktop and from there cut it and paste it in the directory of where your game is installed. Normally C:\ProgramFiles(x86)\Steam\steamapps\common\Black Ops
You should create a folder inside your game directory and name it "Backup" copy your "profiles" folder and paste it in there just in-case something goes wrong. (Nothing will, I promise.)
Okay, now open the "profiles" folder and from there paste in the config from the zip.
Don't start your game yet! Your class names will be reset, you can open the config file with notepad and edit them in there, it's nicely laid out, you should be able to find it and make sure to change them according to what they were previously, or what you want them to be now.
Okay, now you may start your game. All your settings will be reset, don't touch anything other then resolution and refresh rate for your best experience please, you can always still edit your sound, controls and others of course.
That's it for the config, we're now moving onto some other much more easily fixed problems.
Performance Fix and Mouse Fix: Changing Compatibility Mode
The game seems to work best in Vista (Service Pack 2) for me on Windows 10 and Windows 8, 8.1. If you're running Windows 7, I'd recommend leaving this step alone, but you may try it to see if your performance benefits, your choice

Assuming you're still in your directory of the game (If not, go back) back out of the profiles folder and in the main directory right-click the multiplayer executable (The little icon that starts the game.)
it's labeled "BlackOpsMP" and click properties. Go under the compatibility tab and make sure to tick "Run in compatibility mode for:" Open the drop down menu and select "Windows Vista (Service Pack 2)" click 'Apply' and 'Ok'.
That should fix some small jitter stuttering and mouse lag issues. Stills lots more fixes though so hang on.
Mouse Fix: Changing Polling Rate
We're now going to fix some mouse issues, it causes the game sensitivity to be super fast or you might experience some jolting when moving your mouse.
Sadly this fix only applies for the people with a mouse that comes with a software as far as I know.
Open up your software and change your mouse polling rate from 1000Hz or whatever it is to 125Hz. It's not good to play other games with this polling rate because it gives a feeling of jittery mouse, so please change it before going to play another game.
There we go, now your mouse should work a lot better and hopefully you're getting those headshots now! 😉
Mouse Fix: Editing Your Registry
Another mouse issue with versions of Windows above Windows 8 causes even more jittering, so we now have to fix that too! Some of you may not feel comfortable with this step, it's your choice to trust me. I think you should, it won't cause any issues I promise, you can even download CCleaner to make a backup of your registry if you want.
I'll be giving a link to the thread you'll be following. It has screen shots and is probably much better written then I could ever do. If you're running Windows 10 or even Windows 8 I don't think the automatic installer download works anymore. You can try it by hitting the blue 'Download' button after scrolling down a bit. If it doesn't scroll further to see how to do it manually, that's the part you'll be following.

One last fix guys, after that you can all go enjoy some Black Ops with no issues!
The last fix is simple and is actually helpful for all your games, you'll have to unpark your CPU cores if you haven't already.
Warning: If you've already unparked your CPUs you might be done, this part only works for some people, others find it makes the game a bit worse, so try unparking and if you still have issues repark the cores and try it again. If you've done this and it works, you're done! Go have fun.
You must get the program from a website, scroll down a bit and the download is in small font.
Download to Core Unparker: http://www.coderbag.com/programming-c/disable-cpu-core-parking-utility
Once downloaded create a folder on your desktop and extract the files from the .zip to it.
Now that you've extracted the program, open your folder and run the program as admin. (Right-click and top option.) Click 'Check Status' if some cores come up and it says "Parked" by the name click the "Unpark All" option on the right of the program.
You're done! You can now play Black Ops perfectly without any issues. If you still do have issues please comment on the post and let me know your issue. I'll be happy to help you!
