Before I start tbis will be long as the have been prodding at this for awhile now.
Also I do not have a internet connection. However I can go and download things on to my external.

I recently had my PC shipped to me and it was banged up good thing I got a case but with that being said the GPU was left inside still attached this was also not secure and no physical damage it happened. But besides from that the PC did work after I reseated everything and it worked go about couple days but during those days the screen would flicker almost like a bad connection.

Now the current issue is a black screen after the logo sometimes. Other times the system will boot and I do get to the login screen but it takes longer than usual. After I login if I try to play anything it will begin the splash screens then flash a couple times then go black. Sound will still play sometimes indefinitely or if I unolug something from one of the USB ports it will distort the sound or make a distorted sound.

Things I have done. I have went into safe mode and uninstalled the GPU drivers then restarted the the PC and it would start normally. For the first couple times I was able to reinstall the driver I had saved on my PC and I could then use the computer without any i mean any ers. No screen flickering like when I fusr set it up or anything. I turned the PC off went to bed and came back the next day same issue. This time it took about two hours of uninstalling the drivers and reinstalling to get it to work but after that it had no issues.

Now I am completely sol cause it ain't working no more and I'm back to square one. I understand that this is probably a blatant driver issue but why? I literally was on this thing everyday two months ago and no issues ever occurred. that last thing I ever downloaded to it was GTA V. The last driver update was done forever ago I harsly update till it becomes a requirement. So I tea want to know a why? And I want to know what else this could be. I am putting my money On bad driver but man some many little things I noticed popped up and I just fear it could also be a bad GPU.

You said it was pretty banged up when you got it. Have you tried to open it up and check if all the things are still in place?
If you haven't done this, I suggest you to take out the GPU and your RAM and put them inside again.
If this doesn't help you and you are still having the same issues, try to boot your pc with only one stick of ram. Mine started to reboot itself and I didn't know what the problem was. Turned out that one of my ram sticks were f up.
Now there are a lot of possibilities that can make your pc do that. You should consider these as well: PSU,CPU,GPU,a cable that is not plugged correctly, or even your power outlet.
Inspect these things and update us with what you've got.

So thank you for the responses I found the issue. The prongs conmecting the GPU to the PCI slot. Two off them were missing so I am kinda sad but then I Remember all the crap this pc gave me and now I will have to make a new one and I can ditch AMD.
