Black screen on boot up

Hi so is my GPU dead?
I turn on the computer and everything powers up just fine. The CPU and side fans both spin. The GPU lights on and all 3 fans spin. But I still get a black screen and I'm hoping there's a fix.

I replaced my GPU with a 270x and everything boot up just fine and went to the windows but when I use the 390x everything boots fine but the monitor has no response. Is there a way to boot to safe mode when your screen is black? is it possible that the DVI-D port on the card is broken? and would using a hdmi instead of a DVI-D fix this situation?

well most likely I think the GPU has a problem but it worked perfectly for 2 days until today when I was browsing the web it randomly turned off and this problem arose. If you guys know a solution I would really appreciate it I spend 8 hours looking it up but couldn't find anything
